Overview
Fixes the npm release workflow to run on GitHub release events of type published (instead of created), aligning publishing with actual release publication.

Updates the @lando/php dependency to ^1.10.0 (and refreshes package-lock.json accordingly), and documents the release-trigger fix and dependency bumps in CHANGELOG.md.
